## Housekeeping
1. **==Index Update:==** Stream replays and show notes are now available on the new site, and the show notes are available before the show, during the show (obviously), and can be updated *during* the show. The future is now! From today on, the current show's notes will be linked in the description. There are some "main" sections of the livestream page:
- ==Table of Contents== - won't be fully up-to-day until after the show, but it helps you navigate throughout the page quickly, (*will be collapsed initially, you will have to expand*).
- ==Overview== - The basics about the show.
- ==Stream replay== - Stream replay has an embed of the previous or current livestream as a placeholder. The embed will change when I set the stream up for the day. After the show ends, I will change the URL for the actual show and the formatting won't be wonky.
- ==Notes== - Planned topics and discussions with links to source material in the index.
- ==Links Shared During Stream== - If any random conversation leads to me sharing a bunch of links, I will post them here and re-publish the site, so they will be available. After the show, I can match them up with relevant catalog entries or cards. If they don't exist, I can make them and then update the links. Easy-peasy!
- ==Discussion From Chat== - Things brought up by y'all that we go on a tangent about. I will post the links here and then do the same for this as the "Links Shared During Stream" section.
- ==For the Next Show== - If we leave off at a place where it needs to be brought back up at a future time, I will make a note here.
2. ==**Index Update:**== Prior streams will be added, but I make zero promises as to the thoroughness of their respective notes sections, aside from the embedded stream itself and anything I have from that show's notes in my immediate archive. I've set a goal to add 5/day, which is very doable. ***Episodes 206 - 210 are available now. Still experimenting with the best way to upload, so this might not be the final version.***

## Censorship Coalitions Are Forming and Re-forming as We Speak
Despite all we have learned over the last three years in particular, the guise of medical safety and "trusting the science" continues to be invoked in order to lay claim to fundamental rights to free speech.

[Archive](https://www.who.int/news/item/03-03-2023-countries-begin-negotiations-on-global-agreement-to-protect-world-from-future-pandemic-emergencies)
03-03-2023:
> "Mr Roland Driece, Co-Chair of the INB Bureau, from the Netherlands, said: "The start of discussions of concrete language for the WHO pandemic accord sends a clear signal that countries of the world want to work together for a safer, healthier future where we are better prepared for, and able to prevent future pandemic threats, and respond to them effectively and equitably."
> Fellow INB Bureau Co-Chair, Ms Precious Matsoso of South Africa, said: "The efforts this week, by countries from around the world, was a critical step in ensuring we do not repeat the mistakes of the [COVID-19](Covid-19.md) pandemic response, including in sharing life-saving vaccines, provision of information and development of local capacities."
> Ms Matsoso added: "That we have been able to move forward so decisively is testimony to the global consensus that exists on the need to work together and to strengthen WHO's and the international community's ability to protect the world from pandemic threats."

### But there is None More Alarming than the Creeping Authoritarianism Coming from Germany and the EU
On Friday, the European Union's Internal Markets Commissioner, Thierry Breton, confirmed that [Twitter](Twitter.md) had ditched the EU's code of practice on disinformation. He warned that the platform cannot "hide" from obligations to censor content.
[May 26, 2023](https://twitter.com/ThierryBreton/status/1662194595755704321) - [Thierry Breton](Thierry%20Breton.md)
>
>
Thierry Breton is the current Commissioner for Internal Market of the European Union, since 2019, under the presidency of [Ursula von der Lyen](Ursula%20von%20der%20Lyen.md). In the above tweet, he was referring to the [Digital Services Act](Digital%20Services%20Act.md) (DSA), a new set of rules for social media platforms operating in Europe, which require them to actively police content or risk fines of up to 6% of global turnover.
>
> The DSA was prepared by the Executive Vice President of the [European Commission](European%20Commission.md) for A Europe Fit for the Digital Age Margrethe Vestager and ==by the European Commissioner for Internal Market [Thierry Breton](Thierry%20Breton.md),== as members of the Von der Leyen Commission. On 22 April 2022, European policymakers reached an agreement on the [Digital Services Act](Digital%20Services%20Act.md). The European Parliament approved the DSA along with the Digital Markets Act on 5 July 2022. On 4 October 2022, the European Council gave its final approval to the Regulation on a Digital Services Act. It was published in the Official Journal of the European Union on the 19th of October. Affected service providers will have until 1 January 2024 to comply with its provisions. Popular online platforms and search engines will need to comply with their obligations four months after they have been designated as such by the EU Commission.
From [ReclaimtheNet:](https://reclaimthenet.org/eu-twitter-digital-services-act-threat)
> The current code of practice, which is voluntary, includes obligations for social media to stop the monetization of "disinformation," monitor political advertising, and allow third-parties to access their algorithms.
> In February, Twitter did not submit a report on its implementation of the code. It was the only major platform to fail to do so.
> Unlike the code of practice, the DSA is legally binding, and large platforms, Twitter, [Facebook](Facebook.md), Instagram, [YouTube](YouTube.md), [TikTok](TikTok.md), Pinterest, Snapchat, and [LinkedIn](LinkedIn.md), will have to comply with it if they want to operate in Europe.
> In previous tweets, Breton has indicated that he will hold Twitter owner [Elon Musk](Elon%20Musk.md) to account for the platform's failures to comply with the content rules in the EU.
[Frances Bordwell Haugen](Frances%20Bordwell%20Haugen.md), you remember her, don't you? Back in 2021, she said the DSA had the potential to become a "global gold standard."
<center><iframe src="https://archive.is/x8Zl7" allow="fullscreen" allowfullscreen="" style="height: 100%; width: 80%; aspect-ratio: 4 / 3;"></iframe></center>
> 'The [Digital Services Act](https://archive.is/o/x8Zl7/https://oeil.secure.europarl.europa.eu/oeil/popups/ficheprocedure.do?lang=en&reference=2020/0361(COD)) (DSA) has the potential to be a "global gold standard" and inspire other countries to "pursue new rules that would safeguard our democracies", Ms Haugen stressed in today's' hearing. She warned, however, that rules need to be strong on transparency, oversight and enforcement, otherwise =="we will lose this once-in-a-generation opportunity to align the future of technology and democracy".=='
And how. Last April, the [European Commission](European%20Commission.md) added a "crisis mechanism" that would allow the 27 EU countries will be able to do the same in imposing extraordinary control on all key, public-facing elements of the web: social platforms, search engines, and e-commerce sites.
It seems as though Russia-Ukraine was a perfect opportunity to impose it.
From [Wired](https://archive.is/20220428061136/https://www.wired.com/story/europe-digital-services-act/) last April:
