## A Practitioner's Guide to Treating the Incarcerated Male Sex Offender

**Abstract:**
This volume is devoted to the treatment of the adult male sex offender. Not only does this group form the bulk of the problem for correctional personnel, but this is the group about which the most information is available. This, however, does not diminish the problem or the need to treat adolescents and females. Hopefully, the earlier intervention is begun, the less victimization will occur. A number of excellent programs are available in juvenile correctional facilities and mental health facilities. Female sex offenders represent a great enigma. While many males report having been molested as children by females, few of these individuals are ever reported, much less convicted. The dynamics of this behavior, as well as treatment techniques, need much research, as it should not be assumed that treatments developed for males are equally applicable to females.

**Foreword**
In recent years, the National Institute of Corrections has received numerous requests from the field for information and assistance regarding treatment modalities and supervision strategies for sex offenders. To meet the needs of practitioners, the Institute collaborated with other federal agencies, conducted planning sessions, sponsored a series of special issue seminars, awarded numerous grants, and provided technical assistance to states regarding development of sex offender treatment programs. As successful treatment depends upon the development and coordination of resources among multiple agencies and departments at the county, state, and federal levels, the Institute sponsored this publication to meet the needs of practitioners in all disciplines who have responsibility for treating and supervising the sex offender.
Public interest in stopping sex offenses has required the criminal justice system to both punish and treat sex offenders for longer periods of time. It is our hope that this monograph will contribute to the development of treatment programs that will ultimately lead to a reduction in sexual victimization.

About the Authors D •• Linda Beal, M.A. - Probation/Parole Officer with the Vermont Department of Corrections, is a member of the treatment team at the Vermont Treatment Program for Sexual Aggressors. H. R. "Hank" Cellini, Ph.D. - received degrees from Southern Illinois University. He has extensive experience in working with juvenile gangs in Chicago. He served as a faculty member of the University of New Mexico, Department of Counselor Education, specializing in establishing rehabilitation programs on the Navajo Reservation. Following this, he served the New Mexico Department of Corrections as Chief of Mental Health Services at the Penitentiary of New Mexico and Chief Psychologist for the Department. While on loan to the National Academy of Corrections, he coordinated the sex offender seminars, including several on sex offender treatment. Dr. Cellini is currently providing forensic psychological services in Albuquerque, NM and is a private consultant working on a variety of criminal justice projects. Fred Cohen, D.J.P. - received degrees from Temple and Yale Universities. He is a Professor at the School for Criminal Justice at the State University of New York at Albany. He has written and consu1tced widely on legal issues related to the special needs offender. Georgia Cumming, B.S. - Program Coordmator of the Vermont Treatment Program for Sexual Aggressors and member of their treatment team. Michael Dougher, Ph.D. - received degrees from the University of Illinois at Chicago. He is an Associate Professor of Psychology at the University of New Mexico. He founded and directs the sex offender program affiliated with that institution and specializes in behavioral techniques and assessments. Randy Green, Ph.D. - received degrees from Miami University of Ohio and the Western Conservative Baptist Seminary in Portland, Oregon. He is the former director of the Sex Offender Program in the Forensic Services Unit at the Oregon State Hospital. Currently he maintains a fulltime private practice. D. R. Laws, Ph.D. - received degrees from the University of Missouri and Southern Illinois University. He was formerly the Director of the Sex Behavioral Laboratory at the Atascadero State Hospital in California and is currently a Professor in the Department of Crime and Delinquency, Florida Mental Health Institute at the University of Southern Florida. Dr. Laws is also Director of the Center for the Prevention of Child Molestation in Tampa, FL. William D.Pithers, Ph.D. - received degrees from Edinboro State University and Kent State University. He founded and directs the Vermont Department of Corrections' sex offender treatment program. He is widely recognized as the individual who adapted Relapse Prevention techniques for use in sex offender treatment. Barbara K. Schwartz, Ph.D. - received degrees from the University of New Mexico and the New School for Social Research in New York City. She was instrumental in establishing one of the first outpatient treatment programs for sex offenders. In 1980 she became Chief of Mental Health Services at Central New Mexico Correctional Facility and established the first comprehensive sex offender treatment program for the New Mexico Department of Corrections. She served on the psychology faculty of both the University of New Mexico and the College of Santa Fe. She is the Founder and Director of Evergreen Associates which conducts outpatient sex offender treatment, provides consultation on program evaluation and establishment, and coordinated the publication of this volume. Dr. Schwartz recently accepted the position of Program Director for the State of Washington's new comprehensive sex offender program to be coordinated through their Department of Corrections. About the Authors … / xv Roger C. Smith, D.Crim. - received degrees from Grinnell College, the University of Chicago, and the University of California at Berkeley. He is the former director of the sex offender programs in both the Correctional and Forensic Divisions of the Oregon State Hospital. Currently he is on the staff of the National Academy of Corrections. Nancy Steele, Ph.D. - received three degrees from the Ohio University. She began and ran a sex offender program for the Colorado Department of Corrections. Currently she is the founder and director of Minnesota's Transitional Sex Offender Program, which has a model aftercare component. Richard Thrner - currently working on his Master's Degree in Public Administration, is the Superintendent of the Chittenden Correctional Center in Vermont. William Young - Commissioner of the Vermont Department of Social and Rehabilitative Services.
